I use the available road and merge at the closure.
If people choose to pull in miles behind that is up to them, the lane is closed at the cones, not anywhere before them.
Merging at the obstruction or merging early doesn’t make a blind bit of difference - how can it? Two lanes in to one. Doesn’t matter one jot where that happens. The difference is that if you zip merge at the cones it’s done fairly and everyone knows where they stand.
I know there will be some people who don’t get it so I’m not going to attempt to convert you. But if the lane is open I’ll use it because I’m not principled and stupid.

Generally doesn’t bother me…
Except for that white van on the M25 the other night that chose to undertake me and cut right in front of me causing rather dramatic braking technique. Rather wished I had an RPG at hand, all I could do was toot my horn. the booger pulled off at the next junction and was caught in traffic - nothing gained.
