On a public road, yes.
No site operations no road work ?
There’s no legal requirement to have a driving licence to use vehicles or plant off the public road, but a company might insist on for their own rules or insurance purposes.

CPCS is all but ignored in quarries, they use MPQC (was EPIC). Recycling operations use WAMITAB approved training and MPQC.

Nobby Clarke you only need a CPCS Ticket if you work for the MCG’S (Major contracting groups) the likes of Kier, Balfour Beatty, Wimpy’s etc etc.
The NPORS tickets are being recognised more now as well, like Muckaway said other industry’s have their own rules and training schemes where I am now my cpcs tickets don’t count for much they’ll still train you on their machines in house.
In my old job one of the main plant operators didn’t have a driving licence.
I also doubt many people actually have a licence to drive a tracked machine (H Licence) or road roller (G Licence) but still take them down the road

yes you can , i am a full time plant operator there is no legal requirement to have a cpcs card

L plates covers a car licence holder to drive those on the road, since their licence will have those provisional categories.

Yes true, same as the rule for mopeds? still drive with L plates as they’re usually single seater vehicles

OP I’m guessing you or whoever is driving the plant is doing so off road? As Glen A9 and others have said unless its for a company that state you must have a driving licence or be over 21 or whatever crack on. If your in the middle of nowhere no ones gonna know anyway, first thing I ever drove on my own was a little ride on roller when I was about 11 going to work with my dad lol!
