You’ve already got the answer, you can legally have three reduced daily rest periods between two weekly rest periods.
So your planner is correct, as far as reduced daily rest periods are concerned a weekly rest or reduced weekly rest gives you another three reduced daily rest periods available before the next weekly rest period.
tacho would he have to be careful on his 90 hr fortnight drive as that’s within a fixed week? I know that’s not the op question but it has to be taken into consideration

The Tachodisc app is really useful. Gives the rules and regs in a simple, concise format. I think it’s free but can’t tell on my iPhone as it just says “installed”.
I’ve just had a look at both apps by Tachodisc.
The iPhone version is free from the App store and takes about 10sec to download.
To get this app, just visit the App store and search “Tachodisc” (That’s what I just did!! )

When I first tried to get my head around the hours I had this on my phone, free from the play google store, its basic and pretty much the same as the gov.uk site has in pdf play.google.com/store/apps/deta … HoursGuide
It was helpful when new, however if this sort of stuff could be more comprehensive and inclusive in the test as mentioned would it negate the need for the DCPC format?

Yes if the driver is close to his weekly or fortnightly driving limit it will need to be considered.
As you say the weekly and fortnightly driving limits are for the fixed week.
