Question for HGV instructors - Operators licence

I was wondering what sort of operators licence is required for a training school, if any.

as you’re not carrying goods is a restricted licence permissible?

As the vehicles can be taxed as “Private HGV” at £165 per year I would imagine that they do not require an O Licence.
