As I am an expert vet after growing up watching All creatures great and small I would have thought a tranquilliser would have been plan A then try the bullet?

I can understand their concerns of the danger but when traffic is already buggered perhaps shooting stuff for the sake of it is not the wisest idea.
Why not just get a few sugar cubes place one in the palm of each officers hand and get them to stand on the side of the mway till horsey comes along.
Feeding the pony is a lot better than shooting one off.
