Nope. The quote is that 47% of those charged were foreign nationals. Not 47% of convictions. And that claim relies on assumptions.
The quoted source is “The Centre For Migration Control” that appears to be a single writer, Robert Bates. He obtained raw data from the Met Police under an FOI request. He assumes that all unknown nationalities are in fact foreign. He seems to fail to put the separately listed English, Welsh, Scots, and Northern Ireland cases in with the UK cases. There are also many cases of unknown nationality.

The actual percentages show that 59.4% of the accused are British. In the 2021 census it seems that about 37% of Londoners were foreign born.
So, 37% foreign born population, vs 41% foreign born charged. Still a difference, but not so big as suggested.
