Surveillance should be a growth industry in this big brother nation of ours after all - If you could spend a million and save a single life and send one bunch of toerags down per year - it would be well worth it. What are we talking about? 3p on poll taxes? 
honestly bleve that every village and town should bring back in the wooden stocks where folk who had done wrong were punished with rotten fruit thrown in there faces. crime would go down and itd pay for itself. youd have to pay to throw the fruit and to watch. each saturday morning itd be somewhere to go and drum up trade for shops nearby too.
