Say you work 1 hr and then do 6 hrs POA then 1 hrs work and then finish, do you need a working time break? IE do the POA hours count as working time?

No, POA does not count as work.
Work, for the WTD, is only driving and other work, not POA. You could clock on, do 5 minutes work, 14 hours 50 minutes POA, 5 minutes other work and no break would be required.
