So you want to use POA while you sit waiting for a load then stop and have a break when you’ve got work to do, and you think he’s a nob for not allowing it
As for the washing facilities, have you asked him to leave the canteen and toilets open so you can get cleaned up before going home ?
The way its sounding you’ll soon be on permanent break lol
If you are waiting, and can use the time for recuperation, then it’s perfectly acceptable to book break while you are waiting.
As for your other issue, talk to fella in charge, you are both adults for ■■■■■ sake.
POA should only be used when you have a waiting time of a duration known about in advance, i.e they tell you it will be a couple of hours before we have a load for you. If you are not told about waiting time then it should be other work, unless you can freely dispose of your time during a waiting period then you can take it as a break.
Learn the rules about what is what and then you can argue the toss correctly with your gaffa, if he/she is the O licence holder then they should know this as you do and can’t argue the toss as legally they would be asking you to do something that is illegal therefore breaking the law.

If the duration of waiting time is not known in advance i.e the driver has not been told it will be x amount of time then use of POA is incorrect, to take it as a break you need to be able to freely dispose of your time, so the OP could be doing everything correct and the employer is the one who wants more. However it can always be a case of helping each other out depends on who you work for and how they are to you.

You don’t have to be told the waiting time, if from experience you have a good idea of how long you’ll be waiting you can legally book POA.
You don’t have to be able to “freely dispose of your time” to book break you only have to be able to use the time exclusively for recuperation.
