My photocard expires (section 4b) in May 2022. However my C+E entitlement doesn’t expire until 2029. Can I apply for a new photocard online as I don’t need a medical?

Yes. I think they use the photo from your passport?
Although you cannot renew a HGV/PCV licence online I wouldn’t have thought that would stop you renewing your photo which is basically what you need to do.
A Google search suggests that you can renew your licence online if you have a passport that is less than 5 years old, otherwise you will need to send in a new photo which cannot be done online **(**someone needs to tell the DVLA it’s 2022 not 1922 
).
I suppose the easy way to find out is to try online and see what happens, you won’t get far through the online process if it cannot be done online so it’s worth a try
