Last year I renewed my driving licence and driver card and both had the same photo. This year I have to provide a new photograph to renew my licence and in doing so will have two different Photo ID’s for the next four years when my driver card comes up for renewal. Does this make any sense?

Makes perfect sense. The idea of photo ID is that you are recognisably the same person as the one shown in the photo in question, not that the same photo is used for multiple documents.
I could show you a dozen different photos of some random person known to you and you’d recognise him/her from any one of them. That’s how photo I’D works.
