So gang, in your opinion who has right of way in the above signed pedestrian zone? I mean, if a little old lady was ambling along said precinct and came into collision with a 7.5tonner which approached her from behind who would you blame?
I would say the onus would be on the vehicle driver to take every care and be on the look out for straying pedestrians. The average pedestrian would not be expecting a vehicle in a Pedestrian Zone but the driver wil know to expect foot traffic as he/she has just passed the sign.
Also as it is a Pedestrian Zone I would suggest by definition the pedestrian would have priority.

i always move out of the way for them in the pedestrian zones, you just can’t be too careful, they don’t work very well when they get the badge in the window.
obviously anything that happened in the zone would be the fault of the evil smoky juggernaut frightening old ladies

Not me. Well, not driving anyway, I did witness the incident though and on reflection I was wondering whether my understanding of a pedestrian zone was incorrect. It goes something ( well, actually a lot) like this.
7.5tonner nudges (albeit gently) into lady who was walking along pedestrianised high street. Vehicle stops with drivers open window about 4’ from where I am.
I say “what are you doing, it’s a pedestrian zone”
Him: its her fault for not looking where she was going
Me : how can it be her fault, it’s a pedestrian zone
Him: she was on her phone too, she should have been looking
Me: she doesn’t have to watch where she’s going because she’s not expecting anyone driving along here, it’s a pedestrian zone
Him: no it isn’t. shows how little you know
Me: well I know not to use the size of a vehicle to bully people out of the way.
I’m obviously within arms reach of him now as he then throws a punch at me from drivers seat which I deflect causing him to hit window upright. He starts sqealing that I’ve assaulted him and the lady is his witness! He then locks his door. Lady now joins in and gives him an ear bashing. Police arrive and say the whole thing is on CCTV, I give details, decline to press charges and leave.
Totally bizarre sequence of events and one which has left me somewhat saddened.

There is more onus on the driver to be aware of pedestrians, and they should not use their vehicle agressively to bully people out of the way. OTOH, there is some responsibility on the pedestrians not to do something completely stupid (i.e. deliberately walk/run into the path of the vehicle, or walk/run into the side of the vehicle once the front has passed them).
Therefore, I think my answer is “it depends on the actual circumstances of the case”.
If the driver had been trying to bully the pedestrian out of the way, then it’s his fault. If the woman had walked into his path because she wasn’t paying attention, then I’d say it was 75% her fault, 25% his fault (since he should be looking out for that sort of hazard). If the woman had deliberately walked out, knowing that he was there, and that he would have to stop suddenly to avoid a collision, then it was 100% her fault.

Pedestrians will always have priority over motor vehicles.
Even on a motorway, you are not allowed to use pedestrians as mirror wipers tempting as it may be
A lot of pedestrian zones have a seperate plate underneath the prohibition notice stating times that vehicles are allowed to load and unload
the pedistrian is in the right, if the truck driver is required to enter a pedestrian zone then they should seek guidance from a responsible person, preferably from the delivery point.
