Perhaps somebody can clue me up on this arrangement in the USA, is it a means of getting round axle weight regs in different states, the “trailing axle” lifts above the body when tipping as in the second picture.

Here’s another, this time in Vancouver. I saw one of these with the axle down when the load was being discharged but wasn’t quick enough get a photo. Cheers Haddy.
