Nope, there’s still no keeper liability up here, they can only go after the driver. This clown must have responded back to them admitting he was the driver 
I am very disappointed about this whole thing.He made an out of court settlement when he could have fought his corner and demanded the parking firm to show their losses.The cowboys cant issue fines ,they can issue penalties which are not the same thing.

Yup exactly - the driver, not the keeper. They will write to the registered keeper with their ‘invoice’ as they do in E&W, but a quick letter back along the lines of:
"I am writing to you as the registered keeper of VRN XXXXXXX, please take the matter up with the driver.
K thx bye"
is normally enough to see them off.
Some of them will try to tell you the keeper has liability and POFA applies in Scotland… CEL were prosecuted (might still be ongoing actually) by trading standards in Aberdeen, fraud i think they were calling it 
We where talking about this very case the other day in work. The law is different in Scotland, the offence carries to the driver and not the registered keeper like in England. So we could only summise the guy admitted to it after a certain point where he ■■■■ himself.
The figures owed where so high this company obviously thought it was worth chasing to the bitter end.
Scotland has always had better parking regulations, no clamping allowed etc. Only people that can clamp a car in Scotland is the dvla themselves.
You just say there was a number of people that had access to the car that day and I can’t pass on any details. Maybe they had some kinda of video evdonece of this fella as it was the same carpark constantly, maybe that’s how they finally got their man.
I wonder if this is a setup. I often park a bus in a retail park and go off for a swim for about 2 hours.This happens mid week when there are plenty of spaces .I see a lot of lorries over night at the Asda car park in Perth these days.
