Just cos they’re allowed to pay up to £22.38 tax free it doesn’t mean they have to pay that much, or indeed anything at all if they don’t want to.

My accountant has gone to bed, but I seem to remember that it is higher if you are confined to main roads/motorways e.g. trunking or long distance. I’ll check though.
