Fairly sure this falls below ADR regs, as it’s Limited Quantities. Screenwash (usually containing Methanol) must be more than 333 litres combined. See para 28:

I suspect the UN number is 1993, can you confirm?
The next thing we don’t know is the Packing Group (PG) which I guess will be either PGII or (more probably) PGIII, can you say please?
How many “5ltr bottles” are in each box?
What do the “UN1963 diamonds” look like? (A picture would help)

There’s no connection I’m afraid… The shotgun shells are ADR Transport Category 4, so are carried without limit on a different exemption.
I used to do that job, but I used to load in Frosinone, just south of Rome.

The info was slightly scant, but on reflection it was UN1993.
The pallets where actually steel mesh stillages/cages labelled 63x 5ltr bottles, all bottles where stacked inside in layers in top of each other and the cage shrink wrapped (no cardboard boxes). With 3 cages of this on the trailer. On each cage was 1x white (approx 100x100) diamond label UN1993, and 1x red flammable liquid label of the same size. Although I didn’t look for one I don’t remember seeing a packing group label

Although the info is indeed scant, we now know that it ISN’T LQs.
There are only two ways of packaging LQ in order that the LQ exemption can be utilised, the method of packaging the ‘stuff’ up that you’ve described doesn’t meet either of them. So the hunt continues…

The Packing Group would have been written on the paperwork, but not on a package.
I’m guessing you had:
UN 1993 FLAMMABLE LIQUID N.O.S. (contains ■■■), 3, PG III
Then collection/delivery address plus size / type / number of packages / total quantity etc??
