That’s not a silly question mate.
Every country I’ve been to (16 up to now) has some sort of requirement a person/company needs some sort of permission from the authorities in order to be allowed to run/operate trucks of more than a certain size.
Of course, the licence will have a particular name in that country’s language and the procedures will vary from country to country, but overall it will roughly equate to what we call an ‘O’ Licence.
