I jacked the job …had a six hour break down …was told take the tacho out and replace it with a new one …defected wagon…and the owner drives but has no licence …I made my excuses and left

Got this off of a law website:
"It is important to remember that, although a period of availability is generally for waiting time, where the period of waiting is known, there is nothing to stop a driver taking a break during some, or all, of that period of availability, if the driver is able to meet the criteria that the time is being used “exclusively for recuperation”.
It is complex but, in conclusion, as a simple guideline, a driver needs to consider the following when waiting and not undertaking other work — is the duration of the wait known? If not, then the “other work” mode should be used; if yes, then this can be recorded as PoA. If the time may be recorded as PoA and the driver is able to use some or all of that time exclusively for recuperation, the driver may then record this as a break period."
I think i understand the purpose of POA (even if i might have difficulty distinguishing between what is and isn’t POA) what i do not understsand is what are the implications (if any) of choosing to use break instead of poa where this would be allowed. Or indeed vice-versa. Have searched high and low on the interent looking for detailed rules on this but cannot find any. I wonder if it has any benefits for the employer to choose POA rather than break? What use to happen before POA was introduced? Did the driver have no choice other than to use other work?

Traffic prohibitions would include where the police have delayed the movement of an abnormal load for a set period of time, or where vehicles are banned from city centres during specified hours, and the driver has to park the vehicle and wait." Very interesting point I am unsure, as POA and breaks do not count towards your working week. I am also curious what difference it makes to your employer.
