The whole thing is a farce. One page on that site contradicts another. I haven’t had any info about it from anyone and you might as well forget getting any from VOSA/DVLA because they don’t know either.
EC Regulation 561/2006 was published yesterday. Most of it comes into force on 11/04/2007. There are some bits that come into force on 01/05/2006. If it’s a quiete day to-day I’ll try and post a translation of 13 pages on here later. VOSA / DVLA wouldn’t be able to say anything until the Regs were published because until that time no-body knew exactly what they contained.
