Hi MihaiCsl, 
You can use your present ADR qualification for working in the UK without exchanging it, because ADR says that all of the member countries must accept the qualification issued in another ADR member country.
When/if you wish to renew your ADR qualification; you will have the choice of requalifying in the UK, or returning to wherever you took your course last time.
I’m not sure what advice to give you about the rules for CPC, because you haven’t said whether you mean the Operator CPC, or the Driver CPC.

It’s Driver CPC, i know i can work here with my qualificantions and driver license, but for some reason most of the agency want a UK driving license and for that i want to change my driver license,cpc,adr and to order a new taho card. If i change my license, the license will have another serial number.

You’re correct that a driving licence should be exchanged (there is a time limit if you intend to remain and work in the UK) but there is NO need to exchange your ADR licence because an ADR licence isn’t linked to a UK driving licence.
Yes, i am still waiting for my ADR license to come. Anyway, what about CPC, how do i change my CPC?
Your CPC card is valid throughout Europe until its’ expiry date.

Yes, you are right so the taho card, but if i change my driving license i will have another serial number. On cpc qualification card and taho card it will be the old serial number, the serial number on Ruoumanian driving licinse. I don’t know how it’s here, but in Romania if you change your driving licese, you must change your CPC and taho card becouse they don’t have the same serial number.
Anyway, i spoke with somebody from DVSA and they told me that i can change my CPC card just by sending my old DQC and some of my details. I must wait 20 working days…
