Mrs Bell ringing operators' bells!

Aimed at bus and coach companies, Mrs Bell has announced her plans, at an operators conference, up to the September 2013 deadline for PCV drivers to complete the DQ. She is in talks with Alistair Peoples, who heads up VOSA, on plans to enure drivers are complying. She is going to send out a reminder to operators, asking them to audit the drivers to establish how many have completed/not completed the CPD. She will then, nearer the deadline, ask what steps have been taken to ensure all drivers are compliant. The drivers who have not completed the 35 hours by the September 2013 deadline will be considered to be driving without a licence, therefore that will be treated as driver misconduct and the (non) licence suspended until they attend a hearing or comply, and the operator called to a PI. Fines of up to £1000 will be imposed on operator and driver :neutral_face: !

Totally agree. It’s coming ready or not. Only we as a collective can stop it, but we’ll roll over and bite the pillow as usual. I’ve already bitten the pillow, paid a nice chap £250.00, got my card and never seen the inside of a classroom since Miss O’Connor taught me Maths… Ah such bittersweet memories( or was that mammories?)

2.8. CPC certifying periodic training – Article 8

Members States issue the CPC to drivers who have completed the periodic training.
The periodic training must be taken by new drivers within five years after obtaining the CPC
for initial qualification, and by drivers who hold acquired rights, following the timetable set
by their Member States.

The Directive exempts from the requirement to obtain the initial qualification any drivers who
hold a category D driving licence issued before September 2008 and drivers who hold a
category C driving licence issued before September 2009. For drivers with such acquired
rights, Member States have adopted national timetables for completing the first course of
periodic training by the deadline of 2015 (category D driving licence) and 2016 (category C
driving licence).

Mutual recognition of the transitional periods decided by the Member States has been
agreed21. Accordingly, until the deadline of 2015 (vehicle category D) and 2016 (vehicle
category C), drivers cannot be penalised in any Member State for not having completed the
periodic training.

Perhaps Ms bell would like to clarify that point? If that is the actual wording of the directive, then I would say that, any driver penalised for not completeing the DCPC before 2016, would have good cause to fight it in the courts!
