How can there be a wrong answer to a question that asks for an opinion? A question which asks for an opinion doesn’t have a right or wrong answer, each person has their own opinion which may or may not match that of the person who asked the question.
Depends what you mean by tacho rules. Do you mean the Driver’s Hours Rules? Or maybe the downloading and retention of data or operation of a tachograph?
They are all important in there own way and none really more so than another but as Tachograph says it’s the ones you get wrong that ultimately could be the most important to you and your ability to work. Or the ones which carry the biggest penalty for failing to comply with them could be deemed to be the most important, such as the ones that could land you in jail if you ignore them.

I know you said in the OP that it’s a trick question, I’ve read the answers given so far, but I honestly can’t see where this is going mate. 
I’d have said that all the tacho rules are equally important, but on the basis that breaching any of them is a criminal offence.

The most important tacho Reg is:
Thou shalt not misquote from the Regs, otherwise you’re stuffed double quick!! 
I reckon you (AND especially ROG ) should thank Neil, cos after telling folks that they’re wrong in his own inimitable way, he does take the trouble to explain it all properly (several times over in some cases. )
I think the guy deserves a medal for refereeing the Del and ROG show, but that’s just me.
THE most important one is to insert a card or chart at the start of your duty !! Come on, its obvious.
