This dilemma raises quite a few points.
On one hand we have the grassers and in the other we have the ostriches.
Lets try an analogy, and turn this horsebox into an unlicensed/unregistered minicab and us into taxi drivers/operators. Its the same situation really just the cargo is different.
Does anyones point of view change?

So when you have to shut up shop cos they’re undercutting your rates, would you still feel the same?

What about when the only cab (Haulier) your lass (customer) can get after a bloody good night out (urgent delivery) is this one, would you still have the same mindset?

Why is it that Truck drivers seem to moan like hell at foreigners (legally or otherwise) taking our jobs/contracts, but they’re happy for, what appears to be, a rogue operator to carry on, without the training or expenses that we have, undermining our industry and probably taking away the very work that we sorely need. I think I’ll go out and buy a tractor unit tomorrow hitch up to a bulker/skelly and work for 75% of the going rates you lot do ( [ZB] the O license, C+E, insurances, servicing/maintenance, hell I’ll even run on red), cos I’m safe with the knowledge that no truck driver will ever grass on me
OK, moving away from the kiddy fiddling example.
If you were aware of someone doing haulage that affected your job, containers or general haulage etc, without licences and tachos etc would you still be so keen as to say “its OK if he can get away with it”.
Assuming the facts are correct, then this guy may move up from a tatty D series to a tatty unit and start undercutting YOUR work.

He could undercut you slightly, which is often all it takes.
Due to lower overheads, his profit margin would be considerably higher than yours, despite his rate being lower.
using your own words, if it raises money for the government then by not having one and paying that money he can obviousley do the job cheaper than someone who does. Then there is the question of maintainence records and operating base etc which all add to thecosts of a genuine haulier.
I agree that it doesn’t make him less safe etc.
not having tachos is a straight forward argument that he could (would) disregard drivers hours etc and this would have an affect on safety, although i agree that toddling around the local area doing a few odd jobs is hardly likely to be the cause of massive motorway fatalities.
Disregarding all the above, I would imagine that if you are aware of someone breaking the law and do not report it , then you are probably commiting some kind of offence yourself. Maybe aiding and abetting or similar.
You should report it mate,half the reason the industry is in such a state is because of good professional companies being undercut by corner cutting cowboys.If there is a genuine explaination for their activities then they got nothing to worry about.If they are conducting a "business"without o license etc then they are doing so with a distinct unfair commercial advantage.Shop em mate and dont lose a seconds sleep over it.

FFS you lot this is one of the reasons I am glad I am out of trucking now, there are so many people on this site that believe they are so bloody perfect in almost any area from tacho laws to God knows what, that they think they are entitled to sit as judge and jury on just about anything…
