I always went up the inside without a thought.
There is no law against it, and to convict for careless driving, there would have to be some other factor contributing.

If that happens to me in a lorry I give a flash or two to let them know I want to get past then if they don’t move over I carefully undertake them.I figure if the law won’t stop them why should I be held up by them.

Failing that, just leave your full beam on until they move over. Good drivers (like me) see faster guys approaching, and if possible pull over & let you pass without making you brake etc.
If unable to let you past due to a line of traffic and said vehicle sits on my arse it’s a different story. In those situations it’s time to test the ABS.
