That’s just the way they are, heavy clutched and needing a good hard prod on the brake pedal. They stop you well enough though.

I always found with the Atego, that if you pump the brake pedal in tiny bursts, this helps the braking.

I’ve driven a couple of 18t ategos, the clutch pedal wasn’t that bad and in combination with the superb 6 speed gearbox, I didn’t spend much time on the clutch anyhow. As for brakes, they were a bit squidgy and needed a firm press on them to get them to stop you, but if you used the engine brake you only had to rest your foot on the pedal hard enough to get the brake lights to come on, even when fully loaded.
