Agree entirely. Do they have an interpreter constantly translating road signs and HA matrix boards? (occasionally the message is relevant)
This will take about 20 years to implement once the lawyers get their snouts stuck into the gravy train. It will cost us the taxpayer millions in court cases about 'uman rights.
I think this is more to do with the goverment expecting people who move here to be able to speak the language. Most of us have driven abroad and bet no one has had any major difficultly in understanding the road signs or matrix signs.
