M6 roadworks delays,blame the badgers I and newts

I was listening to Radio West Midlands a few days ago and they a Highways boss on about the length of time to finish the works for the smart motorway scheme in the Birmingham area.
He said they checked for badger sets before starting the scheme but have now ffound some more sets.
On the Highways website they have found some Great Crested Newts which have slowed things down .
Listeners to show said it is disgrace how long it is taking since 2013 and in Europe they are quicker to finish road works.
The links to join the M6 to the M5 is the busiest pinch points in Europe and badly designed to cope with the traffic.
Then with night time motorway closures a NIMBY rings in on about stopping the constant flow of Lgv traffic on the A 38 and wants traffic lights to stop the flow.
I see work men doing nothing on these road works.
Their work clothing is never dirty.Standing around looking at mobile phones.
Road works was due to finish this summer is now over by January 2017 .
