plan your journeys . start earlier finish later.
congestion is coming be prepared.
there is a web site advertised . but by the time i stop for my break i forgot what the web address was.
is there congestion coming? if so where and why?
or is it just an advert to try and make people car share get cars off the road?

Sounds like some kind of brain washing to me, but then you say it is Birmingham, so they really need to stop flogging that horse! 
I did think maybe it was for the comenwealth games. ?But there not until 2022
