The drivers are also to be blamed as if the motorway is full of smoke wouldn’t you slow down?.
It is still a tragedy no matter how you look at it.

I wouldnt begin to speculate on the cascade of events that unfolded it only takes a split second for all hell to break loose and its easy to apportion blame.
Bear in mind that if it’s dark (which it was) you can’t really see fog or smoke until it’s reflecting your headlamps back at you: and at that point you can’t see anything very much.
So your natural instinct is to brake… but by then your vehicle is enveloped in the smoke and the driver behind won’t see your brake lights.
I remember being in a similar situation on the M25 when there was an amazing daytime rainfall, and I could not see to the end of the bonnet of the car that I was driving.
If I stopped, and the guy behind me didn’t, I’d get hit. If I didn’t stop, and the guy in front did, then I’d hit him.
Figuring that it would be safer to get hit from behind than drive into something, I stopped.
I didn’t get hit.
But it was luck, not judgement, and strictly speaking I shouldn’t have stopped because its an offence to stop on a motorway.

I’m sorry but that is rubbish. It is a driver’s job to drive to the conditions, and the signs are there to help.
How many of us take notice of the matrix signs, particularly when they say “Fog” and there isn’t any? The accident certainly wasn’t caused by a lack of signs. It was caused by an unfortunate confluence of separate events, none of which on their own would have been more than an inconvenience.
It always amazes me how one bloke behind a keyboard can think he knows more about an incident than all the experts who have spent months investigating.
