Same reason the M6 J13 to J15 hasn’t opened opened yet was supposed to be fully open in March.
I didn’t think these projects got delayed. Usually they just change the target completion date on the signs by sticking a panel over the old date with a new date and hope nobody notices that summer 2021 becomes winter 2022!
