Even if they don’t move or there is very little chance they fall off does it not attract any unwanted attention from our friends at vosa or the boys in blue cause it does look iffy just one strap thrown over the back for that reason alone I’d strap them but have you experienced the old bill just plod on past you without batting an eyelid cause then I could see why you’d just save yourselfs some time.
Yep ! about 15 years ago I was carrying 20 bags of topsoil & only had a rope crossing the back, the Old Bill stopped me going ‘up the hill’ 
just past Loughton J26 on the M25 & asked me what was holding the bags on ? I just shrugged Ummed & Arghed & looked Dumb then proceeded to rope across every pair of bags whilst the two of them watched me smirking at my pain of being held up.
