Now when i did my practical and passed the examiner was going to take my provisional licence and inform dvla to send me a full one with my new intitlement on , but could not because i had not done the cpc tests module 2 & 4 . now when i complete module 4 does anyone know if he could still inform dvla to upgrade to full cat c automaticly without the need for me to send it off.

YES the examiner will - just as they did for mod 3 before mod 4 was introduced
Where the examiner may suggest that the licence is not sent immediately to DVLA will be for 2 reasons -
you passed mod 3 but need licence for mod 4
you passed mod 4 but need licence for mod 3
On completion of mod 3 and 4, done in any order, the examiner can then deal with your licence for you if you wish it.
You are under 21 you MUST pass both mod 3 & mod 4 - in this case, any licence ‘accidently’ sent by the DSA examiner after passing mod 3 but where mod 4 has not been passed, will be issued by DVLA (under review) and cannot be legally used.
