Licence for a 4x4 MAN camper?

A mate of mine is thinking of buying a MAN 4x4 Flatbed and converting it into a camper.
The vehicle is currently registered in Holland so will need to be registered here.
He has no HGV licence but has the 7.5 t entitlement as he passed his car test in the early 90’s.
The truck looks like a 7.5 tonner (with big chunky tyres).
My mate doesn’t know whether he’ll be able to drive it as there is a metal plate (similar to a VIN plate) displaying the 2 max axle weights and a max combined weight of 8000 kg.
If the vehicle is going to be registered in the U.K. as a camper/motor home can this weight be disregarded as it’s no longer a ‘commercial vehicle’ and will he be able to drive it without a HGV licence ?
Also, would the 8000 kg be the ‘design weight’ as apposed to the actual ‘plated weight’, I ask this as I don’t think I’ve ever come across an 8 tonner ?
Thanks for any info.

It says ERF not RAF:

As axle weight totals are always more than the GVW for flexibility when loading then its going to be a LGV C1 licence (pre 1997 ok)

Depends how he plate it.
If he plate it as a 7.5 tonnes, than his licence would be fine, however if the vehicle weighs including build up 7.480kgs, than not a a chance in the world.

I think he needs to get the vehicle down rated.
I had a horse box that was down rated to bring it in line with regulations

This is similar to the vehicle in question
