Enough for what? Vocational licences are already free, aren’t they? I think the 10 year photo renewal fee will stay at £20, and the main costs (initial training, medicals and DCPC training fees) are market driven anyway.
Oh - the digi card fee is down by six quid. Not a big deal, really.
