no, the company has a legal requirement to download the driver card AND the head unit, regardless of whether the driver is staying or leaving

no, that can be done any time
Tachograph did not say that the head unit had to be downloaded when a driver leaves
I had to drop my lorry off at MAN Swindon and they downloaded my card and forwarded the data to my now ex employer 
Apparently they do the tacho head download on the 6 weekly inspection. I don’t give a rats arse now anyway.
