That seems like a big assumption. As you have pointed out the French system requires many different things than the UK system.
But if we make that assumption, we can probably see that any emigrants from France, who are illegal entrants, may also be breaking the French law by leaving without telling them they are going.

But if we make that assumption, we can probably see that any emigrants from France, who are illegal entrants, may also be breaking the French law by leaving without telling them they are going.
A big assumption?
French law does indeed demand photographic ID be carried at all times.
One purpose of which is to prove immigration status.
