As a one off, assuming you had a full weekly rest at some point during the week that the Sunday of week 1 starts on, yes.
The problems start if you try to loop the 4 weeks as you’ll be having back to back reduced weekly rests of 36 hours. 1 going from week 4 back to week 1 and another from week 1 to 2.
