No for CB, yes if you have an amateur radio license and don’t stray below 28 MHz.
27 MHz SSB is available but it is restricted to the mid band (As in CEPT or American band) and limited to 12 watts PEP.
This radio is illegal for 27 MHz as it is not type approved (Unlike the President Grant 2 for example) and is over powered (60 watts PEP)
