Initial cpc question

Upon completing the theory and practical , how long do you get to take mod 2 and 4 (the Initial cpc) before you can earn for a living? A mate passed few years ago and hasn’t completed it.
My drivers cpc runs out in 2019. WI’ll he have until then to finish it off or doesn’t it matter when you take the initial cpc?

If a driver who passed car test after 1996 took and passed their LGV theory HPT & practical after 09/09/2009 and never did initial dcpc then they can take it at any time

They must not drive LGVs commercially until they have done so
