You’d be perfectly entitled to think so,but the road was closed to allow emergency services safe access.
According to this article the A55 was needed by the helicopters to land on during the rescue operation.

A food tanker with 5 ft high wheels, that’s some tanker 
The wheels, said to be around 5ft high, came loose and rolled down the expressway at Junction 21 near the Abergele. Police were called to the scene just after 6.20pm on Sunday. No one was hurt.
