Horse box speed limiters?

Horse boxes are not exempt.

One particular manufacturer gets theirs registered as mobile homes so the limiters can be set to 100kph.
They tend to be Belgium registered. It’s a grey area to put it politely.

Who in their right mind would want to go like the clappers when your load literally can go walkabout in the back?

If its registered as a motor-caravan and not used for hire and reward doesn’t need a limiter.

Take your horse to a show, and it’s a goods vehicle not a motor home.
So, all goods regs including tacho apply, don’t they?
Private use derogation, only apply under 3.5 tons.

Few years back woman asked me to help get her Bedford horse box thru a test,trouble was it had lay in the woods a few yrs all tyres /cracking flat, rotten tailboard wood body looked like driftwood etc. i said best thing is run it out for a test and go from there .Suprise it went straight thru,she later told me had sent her young n pretty daughter in with the truck

Nearly! Private use (DVSA call it personal) derogation applies up to 7.5 tons. Over 7.5 tons tacho regs apply whether it is private use or not.
The guide you mention, which is very handy BTW, covers it and gives examples.
