It looks like cardboard that’s gone through the compactor and goes off for recycling but i could be wrong, and also that’s part of the roof hanging down the side, surely that’ll not go out on the road. 
P45 for somebody.
It was compacted waste cardboard. It seemed to me it had been parked up there awaiting unloading and recovery. We are now into day 3 of over a week of weather like that, 20 Deg C today.
Has it been under a low bridge?
