LOAD on the other hand is not necessarily the above as it could be a BALLAST LOAD.

It just excludes the use of hire or reward.

i was reading this and i think its a good idea but there is one thing that mite knock it on the head
to be tested with a full loaded vehicle you would have to learn in one and you as the driver would IMHO have to state that the load as be loaded properly to the examiner and that the truck be covered by insurance for the said load,
and if there is and LGV instructor reading this would that affect the costs in training also as you are carrying a load on the highway for profit would that not mean you would need a operators licence 
then you got the papers lets look at what the press headlines be
unexperienced driver has accident using full load what would the out cry be
a LGV driver already gets stick from the press where give them more ammunition
the media would have a field day with that

what would stop this being abused by someone wanting to make a quick buck and using the lessons as disguise to transport a load for payment in brow envelope - as the temptation is theire surely
not that i’m saying anybody would but it could be abused

there is definately a safety issue to think about, when i was doing my training there were two trainees to one instructor, at one point when the other lad was driving round a mini roundabout the instructor saw he was too close to the curb and lent over and grabbed the handbrake just as the trailer rope hook snagged a kids school bag as he was walking alongside! if the truck had been loaded what would have happened?
i remember how intimidating it felt taking a loaded 40 foot trailer out when all i’d driven was an empty flat, but at least as i had the experience from training i knew how the vehicle tracked and operated, just had to take things carefully until i knew how a load changed things.
