This is seen as a huge increase and signs the industry is finally beginning to pull out of recession. I am new to the industry too, but sounds like bull from a chain Training company. (Broker) 
Tho I am sure you will get an answer off one of the guys who knows better.

There is probably some substance, somewhere, in the figures. Everyone knows that statistics can always be manipulated to suit whichever argument you wish to support. Fact is that someone looking for a job doesn’t give tuppence for figures.
There are some genuine indicators that there is a tiny increase in the jobs available. I base this on how people in my area (and that’s all I can speak for) are getting work. It’s getting better - it’s got a long way to go.
Will be interesting to see how many of the older drivers making bullish comments about the driver cpc and how they are going to rag in actually stick to that. If they do, there really will be a genuine driver shortage.

As a company we do quite a lot of ongoing research, one area we talk to companies (not agencies or job centres) a lot about is driver recruitment and retention. It does seem that more companies are talking about recruiting in 2012, but not a massive improvement, just a small sign that things are starting to move in the right direction.
However to take this into context, before the reccession driver recruitment and retention was up there in many ofthe companies lists of major issues, now it barely registers in most of their top ten of priorities
I was lucky enough to get a six month temp contract and much needed experience to put on my CV direct with a builders merchant last april on class 2 Hiab with no experience whatsoever, i just spent 3 days learning the ropes allocated my own truck and away i went, they said they do not want to pay extortionate agency rates for someone who does not do the job the way they want it doing or walks off the job like a prima donna if the truck is not to their liking etc, if i do not find employment in the next 2- 3 months they said they will have me back like a shot . Its not impossible just a matter of being in the right place at the right time.
If I look on the DWP website, there are supposedly nine LGV driver jobs within 30 miles of me, eight of these are non-existent jobs being advertised by agencies.
