No I think holidays are classed as working time if I book 7 days I only use 5 days holiday the other 2 days used as rest

For the purposes of EU Drivers Hours regulations they are counted as a rest period. For the purposes of the WTD a weeks holiday counts for the full 48hrs working time so that employers can’t abuse holidays to keep the weekly average down.
As has been said, holidays count as rest for the EU Drivers Hours Rules. Days off for any reason count as rest - sick, laid off, paternity, holiday, Driver CPC course attended voluntary.
However - for just the 48 hour weekly average calculation under the WTD the first 20 days of paid holiday entitlement count as work (8 hours for a single day and 48 hours for five consecutive days).
Crazy - but there it is.
Having kids I always seem to go back to work for a rest after my “holidays”
