They’re all supposed to. I’ve sat in on a few calibration tests over the years and they’ve all measured the tyre. That is because part of the tacho calibration test is a distance test of the odometer.
They work out the RPM (revolutions per mile) and adjust one way or the other, to get the speed bang on, that’s why it is called calibration. The machine doing the calibrating needs to bang on too though, which will explain the different speeds of different lorries.
