So you’ve creating a litter tray for the local cats, you’re all heart dozy! 
We mixed Sand with Turf
You wanna get a heavy duty membrane put down don’t go for the cheapest , if your not wanting to grow anything ever shove a load of lime down and I don’t mean them green things you get in the fruit and veg shop.and don’t use plastic sheeting as eater won’t drain away.then you want about 2 in in depth all over.
Any good builders or the bigger stores like B@Q.
Just make sure the wife’s seen after the event because you just know your planners gonna mention something to plod and they’ll be a long to dig it up
