He might have just pulled up into the fast lane to take his break and his headlight fell out so that kind police man is looking for it for him whilst he finishes his break because technically it would be classed as working through his break if he looked for it himself
There are some drivers who probably think it ok to stop in the fast lane and stick the tacho on break if they’ve ran out of driving time. Then when cops turn up they would then probably refuse to move till the print out was signed! To some,being out of driving time trumps EVERYTHING

It’s only 2 lanes. Maybe a car driver didn’t look and pulled out. Driver saw it in kerb mirror and took avoiding action
