Toby, it does work, you said so yourself… “adding time when you stop.”
If it didn’t work, it wouldn’t be able to do that. 
If it didn’t work (and add time when you stop,) that’s when you could be fined.
Given that the digital tachograph is an EU requirement and Germany are one of the masters of the EU I can’t see this happening.
It would be good if it did happen and we all went back to lie sheets though
If you think about the fortune the BAG are collecting in fines no wonder Germany is the strongest economy in Europe.
