Be honest if you got a fine abroad and it came in the post would you pay it? Would you ■■■■
The only real way is to get the money off them before they leave these shores but the technology probably isnt there to do it.

But it is there for when they return - There is no way they wouldn’t carry on hauling into London just because of a fine. Its far to lucrative for them.
They should be stopped by customs and fined an additional amount for doing a runner. But I bet some court in Europe would say that it infringes their human rights

I take your point about the speed cameras but the LEZ is about UK truck owners having to pay for extra modifications or buy more modern trucks to deliver and therefore compete in London.
Speeding is the same no matter where you go - You don’t have to pay extra to go faster

They do chase foreign hauliers, they have retained a company to do that across Europe for them, it just takes longer. I know a Dutch OD who was chased for the payment and fine, threatened with legal action and so on until he paid up.
